yes you can make builds but making a great build is harder, most these builds are meta for a reason they are the most effective so why would you want to do a dungeon lets say everyday slowly because you think the build is cool? when you can go with meta slam the dungeon in half the time and get more gold per hour?
I generally use the metabattles as a base then adapt the build slightly if possible to suit my play style.
but for new people it can save them alot of gold in pve/wvw by stopping them buying the wrong armour or wasting tokens on it etc
I just decide what I want and make the build because it's easy...
You just have to make sure you have a proper amount of stability, condition removal, stun removal, healing.
