To be honest, the current state of GW2 is so dumbed down that it really doesn't require builds to know what is viable/meta.
That's one of the reasons the site isn't really well maintained... people who need it can't update it, people who've been playing can figure it out themselves.
A lot of people still don't know that toughness is the best stat in the game.

Better WvW tier = more people, more competition
Bad WvW tier = nobody around
