Wrong. It is entirely Isis's fault the ward gets bombed. This entire scenario wouldn't be happening if not for Isis. This is not open for discussion. Quit being ignorant.

Morally, yes.

If a robber takes hostages in a bank... and SWAT accidentally shoots a hostage trying to take out the robber... the moral responsibility lies with the robber.
