This is a new issue since there has always been traditional rifle rounds in pistols, its simply the new-ish scary looking "ar pistol" that's being used to justify this kerfuffle.
take the thompson contender pistol, popular for target shooting and hunting. This has been around since ~1967
The police arent worried so much about single shot hunting pistols, and this ban logically cant be about the bullet used either since the rounds in question do not meet the definition of armor piercing as noted by both thesnipa and Arsenic and keeping in mind that almost all larger hunting rifle rounds can pierce soft armor.
comes in a dozen different caliburs, most of them having more oomph then a 223 round.

my uncle pistol hunts deer every year, that crazy fuck.
In a 5 year span he went from a 270, to 20 ga. slugs, to only black powder, and now to pistols. Hes simply too good of a shot to enjoy hunting with anything else. Last year i smelted him a lead block to put in the other side of his holster so he can walk straight in the swamp.
