No CDN s still have to pay for w.e they send to their isp ussually t3 or cogent etc anf in some cases to last mile isps where to have either installed cdn servers in ther facilities and such
What the regulation does is CDNs cant pay extra for better service nor can isps ask for more for them due to wanting more not to throttle
What happend to netflix after courts struck down the first itteration og Net Neutrality. Netflix offered to cover costs of their servers inside comcast hubs so it would be a net 0 for both companies since comcast wouldnt have to pay cogent t3 for netflix
Netflix could get rid of a middle man but comcast wanted to be the middleman like a backbone provider which are already title 2 for a very long time in the end comcast got their cake and ate it 2 double diping charging you and the door ur knocking on.
