yeah thought 17/ 30/ 20/ 20@ is pretty good but for that low def its pretty expensive 75 str.

Shields are a little bit different to pricecheck from other items. They have to be worth to socket, or the ward would be better than the rare shield anyways.

I'd value tower shields the highest in hcl if, and only if, they have - req. It is considered not worth wasting 20-30 stats on (whether that is true is debadable).
I would consider socing it when it had a high str roll and maybe even when it only has a nice color as an add, but not like it is now. I'd say selfuse only
