It's called predestination because of the predestination paradox. The predestination paradox states that you cannot change the past, by going back in the past to change an event, you will end being the thing responsible for the event. (I am paraphrasing big time)
The entire creation of the temporal agency was because of the fizzle bomber. In doing so, they've saved more people by preventing crime than the fizzle bomber has done himself. It's like the ouroboros ring that john wore. The cycle continues because it needs to continue to perpetuate itself, otherwise there is no system.
When he said some things are inevitable, he is basically saying that you can't change things.
Say your brother died in a car crash 2 years ago, you went back in time to stop the car crash, only you would actually be the cause of the car crash in the first place.
The thing is, the fizzle bomber wasn't part of the original story. They just threw that in there to give the rabbit hole more depth. It just made the mindfuck that much more of a mindfuck.
If you want a good example of the predestination paradox, just look at the terminator series.
In the first movie, the terminator is sent back in time to assassinate the mother of John Connor (the leader of the resistance) It is destroyed and it's parts are salvaged, creating a timeline where the creation of the T-800 is actually possible. In addition, Kyle Reese is sent back in time to protect Sarah Connor and ends up fathering the leader of the resistance.
