Yep. They already have an incentive to capture to get intelligence. Nobody is going to start handing down orders to aim for the knees on American military so we can take them alive after this order. Here, I'll go the opposite direction with the same level of stupidity.

An order to review something doesn't really sound like it's ever a bad thing. They can always choose to keep the current policy.
