9.5/10 for perfect primaries and useful secondaries. Every class has at least a couple builds that can use the Attack Speed, too.

9/10 if you want to consider that Cameo (its unique mod beats the secondary Arcane Res mod) and Hellfire exists. I don't think there are any other amulets that would beat those two though, so in that respect, your amulet takes an easy 3rd place.

8/10 only because Hellfire and Cameo (high GRifts; Jailer can one shot some builds) are BiS.

Virtually every attribute possible on amulets is better than 7IAS. Also, I would rather have 7% reduced damage from melee and/or range attacks, as well as 7k+ life per hit. I would also much prefer an immunity, extra passive, or set bonus.

I'd agree with you with only Xeph because Lightning damage can be a beast at high GRifts if you consider all classes and all builds.
Azka is better only with regards to some classes because of how they play, same with Flavor and Traveler's.

So as a multi-class amulet, as in could-be-given-to-anyone, in my opinion, only Hellfire, Cameo, and Xeph would beat something like this amulet. Just my opinion, again, because Hellfire gives the fifth passive and can still have these stats, and Cameo stops the death Jailers that a number of builds have trouble with.

With that in mind, that's why this amulet only gets a 7/10 from me.
