creater studio -> channel tab -> status and features tab ->
Longer videos Enable Upload videos longer than 15 minutes.

if that is set maybe the ps4 goes off your youtube settings and thats limiting it idk man test it out
if the ps4 itself only does 15 thats that then your sol you need a capture card i guess

but even with that disabled your capture card vids will still be 15 min :ph34r:

i prefer to stream im yet to upload a vid to youtube so im kind of an amateur i just know i saw that and it might help
