There is an option to check/uncheck:
Open a Popup Window when receiving new Private Messages

Which is outdated because we don't have Popup Window's anymore on d2jsp (For new PM's). We have that sliding bar notification from the top that slides down.

My suggestion would be to change it to something more relevant:
Show a Notification Window when receiving new Private Messages

No poll is needed, it's a bug report. The notification that slides down from the top window is not a pop up window, it is worded improperly. (It used to be a pop up window I imagine)

HTML is type of markup the Account Settings page uses. So technically, it's a incorrect or unexpected results. Which falls under a software bug. (Not necessarily a .exe or program, but software through d2jsp's server, which leads to my conclusion, a bug).

It's an unexpected result because it used to make sense in the past as when a Pop up Window used to show to notify you a new private message. But since njaguar has made changes and enhancements to d2jsp, there is no longer a popup window but now; a sliding bar drops down to notify you.

Which is not a popup, it's a sliding down bar, (otherwise AFAIK it's a notification).
