Which buils is this helm good for?

Jade build requires Quetzalcoatl.

Pet build requires Mask of Jeram and with SMK, cdr is pointless.

Is there any other useful and efficient build for WD?

if there will be a build with this mask which need cdr alot, everyone want a mask like this

That's true; it's one of those masks that may not be as useful as others now, but might be in a later patch. 7/10 for now, but 10/10 if a new set or legendary comes out in a later patch making a CDR build a choice.
