Straight research and development has too much risk. Developing with military purposes gives research dollars a clear purpose to the dollars. The government needs to act like a private sector actor, and a private sector actor would research with a clear purpose in mind.

Think of every major technological advancement in the 20th century and the military or military reasons like had a role in its creation. Aircraft advancements? The military. The internet? The military. Nuclear power? The military. Satellites? The military. Digital communications? The military. Defense spending is the number one most important government tool for innovation. Military innovation pushes technology to the forefront which the private sector develops.
You've already proven yourself one of the most ignorant people to post on these boards. Thinking the military isn't responsible for much of the technology we have today just reinforces that.
