I'd take 10% cc
10% cc with 400% cud is 40% extra damage on crits on average so i'd say it's better than the 20% to cold damage.

dont know what you were trying to say, but im pretty sure its wrong ^^

either way, 10CC does beat 20% ele almost always


what is more important, both 10 CC and 20% ele absolutely always beat 723 dex

Say you have on sheet now:
35% crit, 400%chd,
you will gain 16,67% dmg from 10%cc on amu, but lose 20% cold.

That means if you have 20% cold dmg on other gear, the 20% cold stat gives the same (16,67% dmg increase)
less than 20% on other gear = reroll to 10%cc
over 20% on other gear = reroll to 10%cc

This is just taking damage into condiseration, and a scenario where you have the above stats.
When you ask what to reroll you should post your character sheet or the relevant stats.
There are also more considerations to take (like do you have other benefits from crit procs like pain enhancer gem or the barbarian skill overpower)

edit: anyways there are very few scenarios where 20% ele dmg will realistically be better than 10% cc
