Power, I believe you can barely get any critical chance at lower levels with precision from gear.

Power always in PvE
Precision means nothing till around level 65 when you can actually get triple stat power/prec/feroc and even then, it's still priority #1 Power to make that Prec work

And for Thief specifically ~ It's all about #2 Shortbow in PvE vs mobs
It's by far your strongest AoE damage spam ~ learn to fire a bit ahead of you and detonate it so it does 3x explosions instead of 1x
Make sure to lay your fire trap first, for fire field blasting = lots of might stacks
Blows everything to hell

yeah it started to fall off arround 20 it seemed with full bloodlust pre 20 it nearly one shots all mobs though
