No of course it's not guaranteed. But lately, we've been getting people some very nice things. I can hopefully have him post some pictures of the items so that you can see them. :) And right now, my WD services are hilariously fast for rift carries.

That's not too hard to get. You'd probably be best off buying T6 rifts and spending the shards towards it. :)
