Is it normal that the people who changed their name aren't on the list of the top xp gainers?

Do you mean on the list for 0 exp gain? Because they are disqualified for other reasons they do not end up on that list.

The 0 exp page is just used for tracking 2 weeks in a row with zero gain for disqualifications. Other disqualifications are handled in other ways.

Changing your name mid-week automatically disqualifies you for the week so your gains are nulled.
