More specifically, the jobs section in craigslist seems to be a large market that can easily be competed against (better design, more features, etc). I know angieslist and some other websites are somewhat competing, but they don't offer the individual-to-individual capability that craigslist offers (i.e. a homeowner hiring a maid to clean the house)

How has such a seemingly vulnerable implementation not been competed against?

Because the market is already saturated with job listing sites, linkedin exists and the rest of the sections on CL work really well so there isn't a reason to replace them.

the best craigslisttype site is allways the one with the biggest userbase, even if craigslist is shit any competitor would have to spend a very long time and alot of money to knock them out of the market.

same reason eb4y is still around even though it's the most cancerous site on the entire web

A lot of job postings are fake, either already filled positions and looking to meet quotas, data mining operations for spam and profit, or some clickbait scam crap. There are plenty of job posting sites that aggregate links and postings from other places, (e.g., dice, indeed, etc.), not really sure what your concern is.
