Im not sure but I kind of think so according to the DR bug. The mobs thought they were harder then they were which is why they maximized there drop roll if I remember the patch notes correctly.

When the monster difficulty is increased, you also get increased experience, drops, and drop quality. I am still working on balance concerns, so if any of the stats are too OP/unbalanced, please post feedback accordingly. Thanks
