I dont know about the food markets in USA, but in france we got one relatively big ones lets say every 10 or 20 kilometers (and maybe 40 km. far out of town)
So the distance isnt really problem if locally managed...
Food market close at 8h pm and usually never sell food with an "end date" occuring the current day; all that give time to move and to eat most of the food imo.
Basically Homeless people will become obese.
doubt that, they don't have the money to indulge in big macs all the time
but 'food-share' is already going on in some countries, here one article from the uk:

always good produce which might just be surplus or not last for another week but definitely fit to be used in the charities' soup kitchen the next few days
