Just like everything else about GW2, its shiny.

They have the same stats as ascended
The only thing good about legendary weapons is that you can reselect their stat lines any time you want, which is actually kind of nice for swapping builds

Other than that, it's just over priced visual status as you stand in Lion's Arch and feel good about yourself

But to answer your question directly: It's because the materials and time spent to make them, pretty much equals the sell value of the legendary
Quite a bit goes in to it really

if you haven't noticed, GW2 is, at it's very core, a game of dressup. that being said, legendaries are similar to a Rolex with lots of diamonds, or having the most expensive limited-edition blouse to put on one of your Barbies.
