traffic was non-existent when the officer went out. people had already slowed/stopped because of the jackass that was in the road for 10+ seconds.

cop was perfectly safe when he did this unless you are saying that guy laying down like a blob was a threat.

Could be, he seemed raged for no reason at all. You can yell and not sound so iRate. Probably just another hot head cop. Nothing new though, they're good ones and bad ones all over...
