One. Korra doesn't know how to use her bending together well, when she starts fighting, she stays to one bending typically. So you treat her as a single bender and kuivera who is a captain of security or whatever she was means that she is capable of handling a 1v1 match with a child who just recently learned how to bend each element (think of it as d2, you're a sorc who has all 3 elements. You're not focused on one element, so you are not GREAT in any but you're not bad in any) Seeing Kuivera fight last episode, she seems to be able to handle earth benders really well, and seeing how bad korra did in the cage match... meh

she should be getting stronger better everytime.. i dunno how she has not mastered all elements yet.. she knwos how to use them

she didnt master them cuz she doesnt have the time, amon causing chaos in town (barely learned air bending)
unalaq's time is coming (barely mastered water, her native element)
zaheer, learned metal bending, did nothing but have new element to learn
kuivera, learning to master earth bending now. since she doesnt want her new look to expose her as an avatar in the tournament thing, she's sticking to only earth i bet
