You forgot they look cool (imo). ): At least they have that going for them.

It's all preference. I've been playing Necro for a long time, like a year and a half, and I love it. Although I mostly just roam WvW, it's a fun class, and can handle most fights quite well due to their innate tankiness with death shroud and their high health pool. I run condis myself, and find it very enjoyable from a PvP/WvW aspect.

They're not bad.
Others are just better.

Same issue with rangers. No reliable AoE melee. Damage stuck in a pet that doesn't do reliable damage.
Range damage per definition is worse, cause it's ranged... I understand that for PvP, but for PvE it doesn't make too much sense design wise... aside from most of it being single target.

There's just too much wrong with the mechanics of the characters to make them as viable as the others in PvE. But, they can still be just fine.
It's just simply a question of why would you take a necro for a certain situation? What do they bring to the table?
The answer... very little.

nah, rangesr are good.

good rangers use sword/warhorn - greatsword.

put them vulnerable, frost spirit, spotter , really good

Vulnerability comes from warrior(s) already, should stack up to ~20.
Spotter can be nice, but generally people already have 90%+ crit chance.
Frost is nice I agree, but I don't think it makes up for lower overall damage.

In general it doesn't make up for it I would say.

nah, warriors dosetn stack up to 20
and having many warriors is bad.

ranger si nice to have, 10+% damage increase is nice.
