Maybe he runs the risk of losing it for stupid cheap.
Some auctions let you do this because you still have to pay the commission on the sale, others don't.
Or maybe he is just trying to spark up some bids.

There is a reserve and there is no point to have a big standing if the reserve isn't met which at 500,000 it still isn't.
