Looking for a new sig

Below is what I want

-Border
-Darkblue
-Animated lightning
-Can not exceed 70 kb

Boarderless/Animation doesn't usually work together.

The quality naturally is reduced and to fit 70kbs (jsp limit) makes it become very unappealing.
