The legacy ones can roll life% as an "extra primary" though, which scales with higher current stats. So you could get something like:

200 Str
100 Int
12% Life
80 All Res
9 IAS
50 CD

So it would have slightly less dps than a 500 STR 6 ias belt but much higher toughness.

that is a beauty for dps but isnt an upgrade to toughness compared to the one I linked. I know dps is coveted more. I just dont think a 2.0 will all around beat a top legacy.

So a belt with 500 main stat/ 500 vitality / 7 ias / 50 crit damage , 150+ 1 resist wouldn't be better in your opinion? Agree to disagree.

My SC wiz with 2k all res got 3% toughness when i rerolled 100 all res on pant for 550 armor...

What Im trying to say is that 200 extra base armor RoS WH has is actually pretty big deal, and easily beats 50-60 all res (at least in case of wizards and WDs).

and I also doubt that 50 vit + 12% life beats 500 vit.

50 vit + 12% life only beats 500 vit when the base vit is higher than 3800 - which isnt the case in most high ranked HC players ... Mid Ranked HC Player got 4k+ usually so it would be more vit - but just by a few points loosing a high amount of damage, which is even in HC a very nice "survivability" because even in HC if you have no dmg you are more likely to die if the toughness doesnt decrease a lot

so +15% dmg and -1% toughness even in HC is an option for faster kill -> higher survivability
