There is no weekly JP Cap. I have done 20k JP (5 JP Caps) in one day for someone on one character and purchased the heirlooms they requested to be able to keep earning JP. VP does cap at 1000 each week, however.
JP Cap = 4000 JP (no daily or weekly limit)
VP Cap = 1000 VP (limited to 1 per week, per char)
