Tens of millions of dollars is NOT a small consideration. The recall doesn't even carry into model years past 2007, FYI.

Not changing the part number in these circumstances is pretty much unheard of. I'm looking at my parts catalog as we speak and noting the same service part number for both recalled, and non-recalled vehicles.
