assumed that the remark and analysis was confined to strictly the first slate of orders and directives but there's nothing in the post that suggests such a narrow focus for the commentary. It's a broad assessment, particularly necessary for an elongated process where many developments will cause Obama to come back to the desk to sign his name again as each directive becomes larger and larger.

Sure, they could cause a hassle for some of our MNCs. But in terms of the level of severity that hypothetical action could take on, the Russians aren't able to hurt us as much as we could hurt them. Whether or not who will hurt who and how much and when is all up in the air, maybe nothing happens. But people shouldn't kid themselves into thinking that there's no option here for punishing Russia or that the only clubs in our bag are for slapping wrists. The option for pain is there, that in itself has resolved a lot of international incidents.
