So Tarnished Coast is the best? Thought so.

A lot of big guilds from tier 2 & 3 servers sold out to JQ in order to contend against BG
That's what happened

TC is only #2 because JQ and BG are so focused on each other in WvW, that TC outposts are ignored unless it's convenient to hit them
