That's because the 3rd slash on weapon skill #1 is slow and obvious, which is why they elevated the dmg slightly
Similar to a Ascalonian Captain raising a Hammer above his head and screaming before attempting a knockdown
You can't hit in PvP with it

DPS on a Guardian comes from Greatsword/Staff
Majority is from Greatsword in melee, then while bunking with a Staff, you can stay mid range and evade attacks while still hitting every attacker, with every swing
The Staff can also be used to buff a +420p/+420c Empower that lasts for 17s, when your roamers show up to assist you
The Staff's "Line Of Warding #5 skill" is also extremely powerful in spvp if used tactfully, especially when 2 Guardians are synchronizing the casting

if you're doing pve, go full zerk and use that dnt build/guide.
obviously for other content in the game like wvw, tpvp you should consider tankier/more support oriented builds
but for pve, content is easy enough at this juncture in the game that pretty much everyone speed runs everything. The meta is to run full zerker everything on every character with all the damage multipliers you can get from traits. i think its something like 20/25/0/5/20 or 20/25/0/0/25 for dungeons.

of course if you're still new to the game and learning the class you can opt to go a tankier/more support build just to learn the basic mechanics.
