Help and Rules instead of an array of subforums with rules unknown should be free from site load with great effect.
To not derail completely off topic, i think your suggestion and/or every little bit extra help for new memebers to get familiar with the site can only bring positive consequences. Without any cons leaves only a big fat yes.
Well, it doesn't hurt to try. I'm not sure how it is "little effect" as they seem to not be able to find it despite (as I said obv) it (Help and Rules) being at the top of the page. And while redirecting would help, there's a slim chance a new user would find the New User Guide (I saw the Help and rules but I didn't know about the New User Guide for a bit-a year at least and I've been here 2 years. So...) unless it was pmed to them and I seriously doubt the mods/meds etc can/will pm every user as soon as they join. I figured that's why the automatic pm would be the best route ^^
