in general this is the best route, packs are extremely expensive and too much of a gamble.
ive had a silly amount of luck this year, somewhat offsetting years of piss-poor packs. bought a few fps at the start and got enough pack luck to make a decent team. sbcs have been worth it too at times so im pretty thankful for that.
