play normal, legacy is out of date
with every "wipe", they dont wipe the chars and put them instead into legacy

Basically my understanding of Legacy is that after large balance changes to the game your characters will be placed in their. Meaning your characters spec and gems probably don't work anymore and your char needs to be in a legacy league where its stuff is still working like it did before a large patch.
