The "best hip-hop album ever" thing was just kinda to get more people to listen.

Though I do think it's one of the best. Only think I can think of that competes is Public Enemy's It Takes a Nation of Millions to Hold us Back.

To say 2Pac is anywhere near this caliber of songwriting, though, is naive.
