Wow, nearly all universities and colleges offer low math courses...

Pre-Algebra, Elementary Algebra, Intermediate Algebra, College Algebra, Precalc

Thats the order at nearly all universties... Simple fact is, your grand parents only did PEMDAS (only one at a time) as math problems in highschool...

And many people have trouble with math.

Personally speaking as someone who has taken Calc III and beyond, and even tutored mathematics courses listed above. There are many people who take these classes, the blind, challenged, underserved, bored grandparents, and normal people who are a bit behind or have forgotten.

I challenge you to find even a single top 50 college or state flagship that offers math before pre-calc.
They just aren't out there.

Lower level math (generally up through differential equations) is very process based. You can learn them simply by practicing the problems over and over again.
Those who struggle with it by and large are those who don't put in the effort. If you're struggling in a functional analysis class or a real analysis course, that's one thing. If you're struggling in calc 3 (barring certain accelerated programs that may offer proof based courses) though, it truly means you're simply not putting in the effort.
