I'm afraid not, it's cheap @Steam though, and from there you can download it legally.

There is no more information. Either you buy the game, or you can't legally play it.

That must have been one of Steam (Valve)'s promotions. They did the same thing with Portal when they announced Portal for Mac.
It's never permanent though, only during a couple of weeks tops.
