now its giving me this one O_O am I missing this file?

Are you running everything you need to be running in admin mode? I'm not quite sure what step you're on... How far along are you able to get?

If the problem is patches not applying after download then you need to run your Diablo in administrative mode.

Download the patch from here: http://ftp.blizzard.com/pub/diablo2exp/patches/PC/ LODPatch_113d.exe
Run it as administrator.
