Ok well, this is sort of odd and may seem a bit repetitive, but try uninstalling d2(Yes, again), deleting the d2 folder. And then opening the Registry Editor (run from start menu: 'regedit') and deleting these keys:
HKEY_CURRENT_USER\Software\Battle.net
HKEY_CURRENT_USER\Software\Blizzard Entertainment
HKEY_LOCAL_MACHINE\SOFTWARE\Battle.net
HKEY_LOCAL_MACHINE\SOFTWARE\Blizzard Entertainment

Then run some sort of registry cleaner program, a good free one is Auslogics Registry Cleaner, and possibly Defragment your computer.

Then, boot up your computer in safe mode, and run the manual patch. If that doesn't fix it, then I am at a loss.

No it won't. The worst it could do is make you have to actually type your account name in or reset a graphics setting or two.

Run as an administrator on your computer.

Right click and you will see it as an option try that

okay did everything but tried safe mode

tried with battle net patching and said curropted and when i download patch from blizz it says

Did you try running d2 as an administrator?

The D2exp.mpq file is on the expansion disk please transfer it to your folder and retry to patch it!
