Quick Guide from the old days as Ryu and Naito:
1.Open Photoshop, very easy to do, but sometimes people mess up. Instead they open gimp, no problem happens to the best of us.

Add bunch of random stuff with colors that compliment each other. *Important* Even tho i say "random" i dont mean randomly place objects on the canvas and expect the composition to come out nicely. Try to visualize your composition before hand, or stumble onto it by accident.

http://i577.photobucket.com/albums/ss219/JayTeAre/d2jsp/Tutorial/Step3.png4. Add brush effects, C4D effects whatever you feel will fit the tag. Objects are welcomed as well, feel free to go wild; however do not steal other peoples works and use them as textures.

To do this just create a new layer, afterwords press "ctrl+alt+shift+e" to copy the current tag onto the new layer we created. The next step is to clip mask it, drag this layer on top of the splatter brush you have used and press "ctrl+alt+g."
