Because I assume if you have it in inv and you want to cut logs normally, it will do so with tool belt, unless you have it on

cause sextant has to be used for figuring out current coordinates
watch and chart just have to be in inventory while doing that to get the coordinates

It is just for convenience (I.E: quests, tasks) I'd assume.

exact, they specify also that if you need upgraded versions you'll have to bring them with you. This is just so "Oh fck i forgot *tool* in my bank before leaving" doesn't happen
