I found the post from Bashiok. The patch wasn't announced explicitly by him, but he gave us to understand that something will be changed in this Reset.
This Reset was supposed to be in September 28th, but Blizzard changed the date to October 25th because they wanted to "figure out some things" before reseting the Ladder.

They have not said there will be a patch. The previous quote is from a month ago. They said earlier they will make an announcement 1 hour before reset is complete. That is ALL that is known. Everything else is made up speculation.

just means that Blizzard is being Blizzard and decided to take an extra month to do their "6 month reset"

anyone remember what time the reset started?
