I know how most of you feel about sound bars.

Having said that, is this a good deal?
I'm kind of out of my element with sound.

I don't trust Vizio and I have no reason not to besides the fabricated idea that they make shit. I have no evidence to back that opinion up.

Don't trust An American company?

I would stay away from any soundbar. They will produce sound, yes. But you are way better to get good stereo pair instead of soundbar. What are your goals and budget? And other equipment?

I liked that I can connect phone via Bluetooth to the Vizio one if we were hosting etc

If your budget is that low and you want bluetooth connectivity then that sound bar is mostlikely your best bet. Unless you are willing to hunt for some used parts, but even then its hard with that low budget.
