all the steps are there, maybe if you've never touched photoshop you might get stuck but then if you've never touched photoshop you'll get stuck on everything.

1. use gradient tool to make bg. easy click gradient tool and make bg.
2. slap some stars on there, says to get star brushes so if your stuck there go look up how to do that
3. slap on render where you want it
4. go to image>adjustments>photo filte and play with the % with the blue tone so it fits your night scene, this is pretty clear so far.
5. snag your eraser and take some of the edges, he says us a soft round eraser, dont know what that is then google
