The shrine is used to restore life and mana by throwing "junk" items in. You recieve a % of your life/mana based on the quality of the item thrown in. That means the higher level the item and the more mods on it will give you more life and mana. The shrine is used so you don't have to regen, which can take a long time.
The post you quoted has the list you ask for. I'll assume you play or have played D2. Would you use a weapon without enhanced damage? Probably not, ee is enhanced effect, think of it as ed for d2. Whether it's enhanced damage or enhanced defense, it works the same as enhanced effect does in ladder slasher. So if you get something with lot's of enhanced effect and no other mod, chances are it's worth keeping. If it's a weapon, it does more damage, if it's an armor, it has more defense and if it's a charm it does more damage or higher heals. The other mods that are listed can be stand alone for selling vs 1fg or even much higher depending on what the item is and how much of that stat there is. This is why you get it pricechecked. As you play a little, you will see what's not worth much and what is. Usually the items you sell vs 1fg to skillers(people that glyph or transmute) are the items with a lot of mods, but all very low. Usually Legendary(7) or more mods will sell vs 1fg no matter what lvl(tier 3+ but tier 1 and 2 can sell too). For specific skillers, it depends on what rank they are, some will buy every lvl 25 item on the market place no matter how many mods are on it. Some people only need arcane(6 modifiers) or more for a certain level. As skillers level up, their needs change. So the post you quoted really does have everything you need to know if an item you find is worth keeping and selling or if you should use it in the shrine.
