Dumb thing to cry about.
Even if I'll never max, the cape takes almost no dev time and is essentially complete. Why would it make sense to vote no for that. It's a gold sink along with a fair reward for people who have put in the time.
Our community has some real weirdos in it, though. Sometime I see stuff failing a poll that I can't fathom ever failing. Ever watch that live stream where they did a straw poll for putting out an
optional 2005 interface that players could toggle to? I believe the poll had several thousand votes and was like 53% yes. Just can't see how 47% of the voters said to themselves "Hmm, they already have that interface saved, Ash said it would be easy to implement, and it's completely optional for those who want it? FUCK THEM!"
