tanking is really the only viable option to have a chance for a small market team. thunder did it that way, twolves did it that have n also have a pretty promising upside, etc. no good players want to go to bad small market teams unless they are overpaid which would hold the team back anyway. most of it is hitting on high draft picks n hoping someone turns into a superstar
