The major everyone on board decision, yes. But he was around for everything else, he may or may not let slip that people weren't fully on board.
Gregory also planted the idea in simon's head that someone is causing problems and he was on his way to speak to him. It may just be that. We don't know the time difference in the scenes.
I'm mostly leaning towards that because it's a pretty important arc for gregory, to have someone else be the "spy" maggie needs to give gregory some dancing lessons soon.

Eugene too obvious, Gregory hasn't left to spill the beans yet. And it seems all timelines are current and synced.

Personally I think it's bluffing and Negan fishing for extra intel.
