And actually, I think Asheara in act 3 can sell these. She sells breast plate skin armors, and my first time looking through her inventory she was selling a colossus girdle (which means she can sell elite type items)
Ofc you can't get a red portal by her, so it would still be a pain in the ass to get one of these via that method.
